Energy Security and Local Economic Impact
Rompetrol Rafinare plays a strategic role in strengthening Romania’s energy security through its industrial capacity, logistics infrastructure, and integrated supply model.
Through the Petromidia and Vega refineries, the company provides more than 44% of Romania’s total refining capacity, with the potential to cover up to 70% of the current domestic demand for gasoline and diesel. This critical industrial capacity directly contributes to the stability of the local fuels market and to reducing dependence on imports of finished petroleum products.
A major competitive advantage is the operational performance of the Petromidia refinery, recognized for achieving the highest yield of “white products” (gasoline, diesel, and aviation fuel) in the region. This indicator reflects the technological efficiency of the processing units and the refinery’s ability to convert crude oil into the energy products most relevant for the economy and mobility.
Energy security is further supported by diversifying crude oil supply sources and routes. The maritime infrastructure, including the offshore marine terminal and Midia Marine Terminal, provides direct access to international shipping routes and reduces the risks associated with reliance on a single logistics corridor. This flexibility strengthens operational resilience in volatile geopolitical and commercial environments.
Regarding feedstock supply, with the support of KazMunayGas, Petromidia processed predominantly Kazakh crude (CPC and KEBCO) in 2025, ensuring a stable, predictable supply. At the same time, the diversification of crude grades processed provides technological flexibility and the ability to adapt to changes in international market dynamics.
Last but not least, the Petromidia refinery holds the second-largest reserve of crude oil and petroleum products within Romania’s nationally regulated emergency stock system, making a significant contribution to the country’s ability to respond rapidly to supply disruptions or major imbalances in the energy market.
Through these components - relevant industrial capacity, technological efficiency, strategic logistics infrastructure, supply stability, and an active role in national emergency stocks - Rompetrol Rafinare represents an essential actor in Romania’s energy security architecture.
Economic Impact
Rompetrol Rafinare remained the third-largest contributor to Romania’s state budget, with a contribution of USD 2.1 billion in 2025.
Between 2007 and 2025, total contributions to the state budget amounted to USD 27.5 billion, reflecting the significant economic impact of the company’s operations.
In 2025, more than 60% of the total output of the two refineries, as well as of the Petrochemicals Division, was directed to the domestic market, supporting both the increased demand from the retail and fuel distribution network and the development of key industries such as transportation, agriculture, the food industry, and logistics.
Regarding exports, Rompetrol Rafinare is one of the largest exporters of petroleum products in Romania.
Refined products contribute to the overall value of Romania’s manufacturing exports, supporting the balance of trade by transforming imported crude oil into high-value-added products.
